Felipe Montoro Jens Efforts in Planning about Rio de Janeiro city

Rio de Janeiro city aims at creating 40,000 new slots in pre-schools and 20,000 in daycare facilities by 2020. Marcelo Crivella, the current Rio de Janeiro mayor, is willing to enter into a public-private partnership (PPP) that aims at carrying out the non-pedagogical, maintenance, and construction services of educational equipment. According to the infrastructure projects specialist, Felipe Montoro Jens, the PPP is still at the feasibility research phase.

The partnership model used resembles the first PPP OF Brazil schools. Felipe explains that the intention to apply this PPP is not new to those working in the Marcelo Crivella government. Mr. Crivella demonstrated his commitment to the education field.

The private partner will complete the maintenance and construction of the new Infant Education Units (EDIs) to come up with 40,000 slots in pre-schools and 20,000 in kindergarten by 2020 through PPP. City Hall will handle the pedagogical part. Ministry of Education will transfer finances from the school lunch according to Belo Horizonte model.

The International Finance Corporation (IFC) is a member of the World Bank Group and is responsible for offering consulting services to structure the project. Felipe states that IFC is the largest development organization in developing world. International Finance Corporation highlights that it applies its financial resources, innovative thinking, global experience, and expertise to help partners overcome political, economic, and operational challenges. IFC will be delivering consulting services to review the feasibility of the public lighting PPP model in Rio de Janeiro.

Public-Private Partnerships

The public contracting modality was established in 2004. It outlined the general regulations for the PPP contracting and bidding. The possibility of merging with private firms is an ideal alternative for the governing body to fill resource scarcity in the public services provision. The contracting strategy is based on the administrative concession agreement. Public administrative and private companies responsible for the development, operation, and construction of public resources must sign the contract.
